Our Chair, Stewart Francis

Stewart is a former broadcaster and was previously Managing Director of Mid Anglia Radio PLC and Chair of the Association of Independent Radio Companies. He also Chaired Norfolk, Suffolk and Cambridgeshire Strategic Health Authority and The Rail Passengers Council/Passenger Focus and was a member of the Commission for Integrated Transport. More recently, he was Chair of Vivacity Culture and Leisure in Peterborough.

Laura Beer - Non-Executive Director

Laura currently works in the pensions sector but studied genetics at the University of Leicester. Her background is in medical research in the UK and Australia where she worked for the Australian Institute of Medical Scientists. Her work has explored cancer, HIV drugs and stem cells.


Frances Dewhurst - Non-Executive Director

Frances trained as a solicitor and then worked as a training and risk consultant to professional practices. She was the director of the charity Cambridgeshire Hearing Help and was a member of the national Hearing Loss and Deafness Alliance. During Covid lockdown, she worked as a social prescribing link worker for a Cambridgeshire PCN, giving her an inside view into primary care. Frances was a Board Member of Healthwatch prior to Covid and is resuming her role to complete her term in office.


Johnny Hebron - Non-Executive Director

Johnny works in sales, logistics and data management and is currently studying for a politics degree at Durham University. He volunteers for charity Power2Inspire, which encourages more inclusion through sport. He’s passionate about young people, mental health and wellbeing.


Ann Green - Non-Executive Director

Ann is a former Executive Director of HR in the NHS and HR Director in both the Independent and the Charity healthcare sectors in the UK. Ann previously chaired the national charity “Jeans for Genes”; The Lord Chancellor’s Advisory Committee for North Cambridgeshire; and “The Well” Counselling Charity. She currently Chairs her local Patient Group and until recently was a member of the Cambridgeshire and Peterborough CCG’s Patient Reference Group. Ann is Vice Chair of Light Project Peterborough – a charity for rough sleepers – and has been a Spiritual Director with the Diocese of Peterborough since 2014. Ann has a real concern for ensuring the patient voice is heard and acted on, particularly during this time of unprecedented change and uncertainty in the NHS.

Jonathan Jelley MBE JP - Non-Executive Director

Jonathan enjoyed a successful career in investment banking holding various executive positions in global financial institutions. As Vice President he had responsibility for managing key external commercial relationships. He was asked by the US tycoon Michael Bloomberg to establish his financial Information business in the Middle East resulting in multi million pound annual revenues across seven countries.

He voluntarily supported SSAFA the Armed Forces charity for over 23 years rising from a county branch to Trustee and National Vice Chairman. He led the charity’s first ever strategic review to shape it for the future. In 2012, he was appointed MBE in Her Majesty’s Birthday Honours and awarded Honorary Life Membership in 2019.

He was appointed by the Minister of State for Veterans as Chairman of the East of England Veterans Advisory & Pensions Committee, acting as an independent advisor influencing social policy to ensure non-discrimination of veterans and the sharing of best practice across the region in relation to the Armed Forces Covenant.

Jonathan was appointed to the Magistracy in 2006 and is a Presiding Justice in Peterborough. A Freeman of the City of London, he is also Chairman of Peterborough Council for Voluntary Service and sits on the board of the Cambridgeshire Community Foundation. He is a voluntary mentor at the Allia Future Business Centre at Peterborough to support entrepreneur's, starts ups and social enterprises.


Chelsia Lake – Non-Executive Director

Chelsia is a University of York Social Policy graduate who is passionate about young people and mental health. She has been volunteering for St John Ambulance since the age of 10 and is a Youth Leader with 5 to 17 year old St John Ambulance Bagers and Cadets. She joined Healthwatch as a Volunteer in July 2020 and helps us champion young people's voices, particularly around mental health.


Chris Palmer – Non-Executive Director

Before retiring from paid work, Chris worked in the public sector for over 40 years including the NHS across the East of England. He also worked for the Ministry of Defence and the United Nations in Cyprus in a non-military capacity. He is a former Trustee of Citizens Advice Rural Cambridgeshire and has a Master’s Degree in Business Management.


Saqib Rehman – Non-Executive Director

Saqib is an active member of the Peterborough community and runs a care company providing care and support services for children and adults.  He is passionate about community needs and helped set up Children of Adam, a local and national aid and development organisation aiming to alleviate poverty and human suffering around the world.
